Here's an interesting piece from US News and World Reports on a movement to prevent catch shares from putting our oceans off limits. In short, transferable catch shares have had the opposite effect from what was intended. Rather than protecting small-scale commercial fishermen, many of the shares have been bought by companies like Walmart, to guarantee access and flow of seafood to their shelves. Worth a look.
